Ian Barker is Head of Water at the Environment Agency. He is responsible for the management, regulation and strategic planning for water resources and quality across England and Wales. His remit includes the Environment Agency’s regulation of the water industry, including setting the need for environmental improvements and the scrutiny of statutory Water Resources Management Plans and Business Plans.

A geologist by original profession, with a degree from Imperial College and Masters from the University of Adelaide, South Australia, he has worked in water management in Yorkshire and Wales; and with the Agency as Head of the National Water Demand Management Centre in Worthing, and Head of Water Resources, prior to his current role.

He is a Board Member of Waterwise and a member of the Prince of Wales Business and the Environment Programme.

Dirk Becker worked for a regional gas and water supplier in Germany before he began his studies in utility engineering at the University of Applied Sciences in Münster.

He qualified as a graduate engineer and in 1996 started work for Hermann Sewerin GmbH in marketing and export Sales with particular focus on technical training for users of Sewerin leak detection equipment.

Working in many different countries has given Dirk a wealth of experience in the different strategies adopted in managing water losses in supply networks.

In early 2006, Dirk was appointed Director of Product Management and is responsible for Sewerin’s range of instruments to monitor water supply networks and trunk mains by data logging. Additionally he is responsible for the Sewerin range of PC-based correlators and the new generation of electro-acoustic instruments for the precise location of water leaks.

Mr. Brothers is Commissioner of Public Works for the Niagara Region, and is responsible for oversight and direction of the Regional road network, water and wastewater treatment and trunk systems, solid waste management, development services, and associated engineering and capital works divisions.

Mr. Brothers has 30 years of municipal experience in Halifax, Ottawa and the Niagara Region.

He has been active in several national and international associations, and is currently the Chair of the Regional Public Works Commissioners of Ontario. He has served as President of the Canadian Water and Wastewater Association, Vice-President of the American Water Works Association, and Chair of the IWA, Water Losses Task Force. Ken is recognized for his achievements in water loss control sustainability, and has presented internationally in over 20 countries.

Mr. Brothers is a Professional Engineer, a graduate of St. Francis Xavier University and the Nova Scotia Technical University, and Queen’s University Executive Program.

Bambos Charalambous holds a BSc degree in Civil Engineering and a Masters in Business Administration. He is a Chartered Engineer (CEng) registered with the UK Engineering Council, a Corporate Member of the Institution of Civil Engineers (UK) and a Fellow of the Institution of Water and Environmental Management (UK).

His experience in water related areas spans over 30 years and has worked on many projects in Europe, West Africa, Asia, United Arab Emirates and Cyprus. From 1995 is heading the Technical Services of the Water Board of Lemesos, a public water utility in Cyprus, with responsibilities over all technical matters, including planning, operation and maintenance of the water supply system. Bambos has instigated and supervised the implementation of the Water Loss Management strategy of the Water Board.

Bambos is Past Chair of the International Water Association’s Water Loss Task Force and has published a number of papers on issues related to the management of urban water supply and of water sources. He has taken part in many research projects, conferences, seminars workshops and debates. He is currently the Secretary General of the European Water Resources Association.

Dennis Dellow is Network Manager at Northumbrian Water South (Essex and Suffolk Water). In this role he is responsible for operational monitoring, control and analysis of network performance, leakage management, and for planning and analysis of capital investment for the water networks.

He is a member of the Water UK Leakage Group, Convenor of the UK Leakage Network, and is Client Manager for all UK Water Industry Research in the area of leakage management.

Prior to joining Essex and Suffolk Water he was Manager of the Water Distribution Group at WRc in Swindon, and has worked entirely in water distribution since 1985.

He is a New Zealander, qualified as a Civil Engineer, with working experience in many countries, particularly in South America.

He published several scientific and professional papers in the fields of water supply systems with a specialized application of statistical methods in the management of water supply systems.

She has served in the water industry for 19 years and served all those years with the Sibu Water Board. She has built up her work experiences in various fields of project management, water treatment process, integrated management systems, organizational management, and non-revenue water management. Her involvement with leak detection started in 1995, and was instrumental in implementing the NRW Management Program in 2007.

She currently holds the post as Deputy General Manager, Sibu Water Board, and is specifically responsible for the NRW Management Program and the Integrated Management System.

She has presented papers on NRW at the Water Loss Asia 2008 (Kuala Lumpur, Malaysia), Water Loss 2009 (Cape Town, South Africa), and the Water Congress APAC Series 2009 (Kuala Lumpur, Malaysia).

Started career working in the water industry for Anglian Water in various scientific posts. Qualified in microbiology and worked in establishing the quality of environmental and drinking waters.

In 1992 joined the Drinking Water Inspectorate working on the enforcement of the drinking water regulations by technical audit of water companies and the investigation of water quality incidents.

In 2002 moved to Head of Branch in the Water Supply and Regulation Division of Defra. The branch has policy responsibility for drinking water quality and water conservation.

Currently working on policies to promote water conservation through demand management to drive the sustainable development of water resources. This involves working on leakage management, promotion of water efficient products and behaviours as well as working with CLG to develop improved standards of sustainability for new homes and developments.

Since 2006, Mrs. Kanellopoulou has been responsible for the operation of the Water Supply Network of Athens and the Monitoring Systems, as well as the Implementation of Modern Technologies regarding telemetry, leakage, water metering, pipe materials and others. In 2009, Mrs. Kanellopoulou has become Deputy Director of the Water Supply Network as well.

Prior to this position, she worked as an engineer in EYDAP SA (involved for 11 years in the operation of the Water Supply Network), as a research engineer with the National Technical University of Athens (on multiple Environmental & Water Resources projects), as well as a free lance Hydraulic Engineer.

Mrs. Kanellopoulou has a diploma in Civil Engineering from the National Technical University of Athens, Greece and a M.Sc. in Environmental Engineering and Water Resources from Cornell University, USA.

Since 1995, Antônio Carlos da Costa Lino has been the Sales and Marketing Department Manager of Sabesp’s West Business Unit, regarded as one of the world’s top five organizations in terms of client base. SABESP is a mixed-economy company whose main shareholder is the Government of the State of São Paulo. It was the first Brazilian mixed-economy company to be listed on the New Stock Market of the São Paulo Stock Exchange, the highest level of Corporate Governance. In addition, Sabesp is listed on the New York Stock Exchange (NYSE), and complies with the requirements of the Sarbanes-Oxley Act.

The processes are ISO 9001 certified and aim to standardize the sanitation services provided for all the cities served by SABESP until 2018. To do so, it has an audacious investment plan and a product platform such as SABESP’s environmental solutions program.

Mr. Antônio Carlos da Costa Lino majored in Metallurgical Engineering and Business Administration from Mackenzie University and holds a postgraduate degree in Environment and Society. He has been responsible for the business management and loss reduction activities in the last six years. In 2007, his work on loss control management activities was awarded the best prize by the Brazilian Sanitation and Environmental Engineering Association (ABES).

With over 26 years of experience in the Sanitation Industry, Antônio Carlos da Costa Lino actively participates in several activities of the industry and is a member of ABES, with participation in several national and international conferences and seminars.

Dr. Mergelas received his Ph.D. in Physics from Queen's University in Kingston, Ontario, Canada.

Peter Martinek has gathered experience in Water Leak Detection and Water-Loss-Monitoring for over 30 years. In 1997 he started the development of a Multiparameter Sensor to measure flow, pressure and noise simultaneously.

The first patent to this unique system was granted in 1998. In 2001 the MWM – Martinek Water Management Ltd was founded and worldwide patent rights were obtained. MWM has distributed and installed over 400 Systems world wide.

In September 2009 this Multiparameter Monitoring method/system was officially published in the New Austrian Guidelines for Water Loss in Water Supply Systems ÖVGW – W63.

It declares a new approach to systematic, strategic and sustainable Water Loss Management for open networks creating virtual DMA’s.

Dr. William T. Muhairwe is a Management Specialist trained in Economic and Business Management and has been managing public companies for more than the last 15 years in Uganda and abroad. Since 1998 to date, he has been the Managing Director of National Water and Sewerage Corporation, a State Corporation that was almost collapsing due to mismanagement. Out of his initiatives, Dr Muhairwe has implemented innovative change management programmes that have successfully turned round NWSC from a loss making organization to a profit making government parastatal which is now a benchmark for best practice both nationally and internationally among water utility organizations. The organization was named “Employer of the Year 2003 for Ethics and Corporate Social Responsibility” and again got a Golden Award for Management Excellence in June 2004 and Employer of the Year 2004 for “Productivity and Performance Management”. In 2005, URA presented to the organization with the “URA Vantage Award” for exemplary Tax Compliance on the Tax Payers’ Appreciation day. In 2007, NWSC was recognized as the East Africa’s Most Respected Company in the Service Sector.

Formerly, Dr Muhairwe worked for the Uganda Investment Authority as its Deputy and eventually Ag Executive Director for 3 years and was responsible for attracting inward private investments in Uganda. He was also, at one time, the MD of the East African Steel Corporation, a Joint Venture Company between the government of Uganda and a private company (The Madhvani Group). Dr. Muhairwe has key competences in Strategic Planning, Policy formulation, private sector development, restructuring of ailing state companies and managing them while preparing them for private sector investment and participation.

Dr. Muhairwe has spearheaded the formation of an External Services function at NWSC, which has, hitherto, become a strong platform for sharing best utility management practices in the sub-Saharan African region and beyond. He has been retained to provide professional services to the World Bank in several assignments on top of his other External Services assignments in performance improvement strategy development in Kenya, Tanzania, Zambia, India and Pakistan.

Randy Payton has more than twenty years experience in the water industry and currently manages the Distribution Operation within Dallas Water. In this role he is responsible for one of the largest potable and raw water delivery systems in the US, providing service to 2.4 million customers. An active member of American Waterworks Association he has served on numerous committees involving water loss, pipeline condition assessment, backflow prevention and distribution management.

Paul Reiter is the Executive Director of the International Water Association – an organization that serves as the global network for water professional with approximately 10,000 members in 120 countries. He is a leading figure in international and regional water issues with nearly 30 years experience in utility project innovation and utility management in the areas of water, electricity and solid waste. Through this period he has worked as a utility leader, private consultant and as an association director.

Paul’s experience in water has focused on sustainable urban water management including water resources optimization for human and environmental needs, water efficiency and reuse, urban drainage, and waters sensitive urban design. On the management side, Paul has been a leader in change-focused utility management and leadership, including the pioneering of innovative procurement methods for large scale capital projects in the U.S. Paul has co-authored two books, contributed many articles, and speaks throughout the world on the leading challenges facing the water sector including climate change adaptation and innovation in delivery of international support to water-related development assistance.

Prior to joining IWA in 2001 Paul was with City of Seattle for 7 years, holding posts of City Utilities Leader and Deputy Director for Strategic Policy.

Andrii Stestenko was born in Kharkov, Ukraine. He is graduate in Radiophysics and Electronics from Kharkov State University. And he get qualification specialist in radiophysics.

From 1993 Andrii Stestenko worked as deputy director in the product company Tahion JSC . And from 2006 he is heading Energouchet JSC and has over 20 years experience in water industry and creating the leak detection system.

Also Andrii Stestenko is Corresponding Member of the Ukrainian Academy in Oil-and-Gas Industry and has published a number of papers on issues related to the search solutions in measurement of the liquids flow. He has a lot of Russian and Ukrainian patents in branches concerned with design and manufacturing measurement equipments. .

Frank van der Kleij, a water engineer with a MSc in Rural Engineering from Cranfield University has 14 years experience in the field of land and water management, specifically in Water Loss Management and Water Balance Component analysis.

Since 1998 he has worked for Bristol Water, presently in the role as Network Technical Manager. His work in Bristol Water primarily focuses on the annual reporting of water balance components (including Economic Level of Leakage calculations) and developing leakage control strategies. Further responsibilities cover pressure management, operational performance indicator monitoring, District Meter Area implementation & management and distribution network flushing. As a consultant, for Bristol Water Services, he has worked on several Non Revenue Water projects in Central and South-East Asia.

He is a Chartered Environmentalist (Cenv), a MIWO and a member of the IWA Water Loss Task Force.

Tim is recognised as one of Australia’s leading experts on water loss control. At the World Water Congress in Vienna during September 2008, Tim was appointed as Chairman of the International Water Association Water Loss Task Force.

He has 38 years experience in the water and wastewater industry. Born and educated in England, Tim worked for North West Water UK for over 20 years, including 10 years as the Water Supply Manager of the City of Preston servicing a population of approximately 1.2 million.

His specialist knowledge in water demand management gained at North West Water led to his secondments as the United Nations Technical Representative for the United Nations Development Program and the World Health Organisation.

Cities in over 20 countries have been able to reduce their demand on water following Tim’s influence on their government policies and actions.

WANG Guanghui, a postgraduate from Harbin Institute of Technology, China is now working in Beijing Capital Co., Ltd.. Mr. Wang started his work of Water Supply Network Management while he was a graduate and has gained rich experiences in water management in China.

Since joining Beijing Capital Co., Ltd., Mr. Wang has been responsible for several projects including Ma’anshan’s Water Supply Network – ‘Optimizing Dispatching Modeling’ , Beijing Capital’s Water Supply Network GIS System and Beijing Capital’s GPS Survey and Control System. Mr. Wang is also doing research on Urban City Water Loss Management in China - supported by the Ministry of Construction, and Water Supply Network Leakage Control in Ma’anshan and Tongling - supported by the Ministry of Science and Technology.

Mr. Wang has been involved in several other projects, including Harbin Water Supply Network Hydro Power Analysis Modeling System, Tianjin Water Supply Network Water Resources Analysis Modeling System and Daqing Water Supply Network SCADA System.

Mr. Wang’s has had articles on water network management, leakage control and network modeling published in China.
